Кредитные бюро, которые аккумулируют информацию по дисциплине погашения долговых обязательств заемщиками, и которые должны стать ориентирами для банков в процессе определения условий займа -- вот эти самые кредитные бюро еще в процессе становления. Банки подстраховывают себя требуют, чтобы по кредитным обязательствам третьи лица выступали либо созаемщиками, либо поручителями.Ответственность за кредит лежит на том человеке, кто взял деньги в долг, и который в тексте кредитного договора назван заемщиком. Банк заинтересован, чтобы его отношения с заемщиком складывались как по писаному -- то есть платежи поступали точно по графику, в сроки, предусмотренные договором.Банки выдают кредиты фактически вслепую, не имея перед собой кредитных историй граждан, они нередко пытаются подстраховаться, требуя предоставления поручительства. С предоставлением поручительства кредит заемщику может быть выдан на более мягких условиях. А какие обязательства на поручителя накладывает это добровольно принятое решение в пользу третьего лица? Если вы по чьей-то просьбе выступаете поручителем по чужому кредитному обязательству -- это значит, что вы готовы всю ответственность за погашение долга взять на себя, а преимущества сделки -- то есть сами заемные деньги -- достанутся другому человеку. И пусть вас не успокаивают слова, допустим, вашего хорошего знакомого, что поручительство -- сущая формальность, и ваша подпись нужна, чтобы другу дали кредит. На самом деле у статуса поручителя практически нет плюсов, а затяжную головную боль можно заработать легко. Ведь если от заемщика в банк не поступает ни денег, ни слуху, ни духу -- тогда все бремя долга ложится на поручителя, к которому специальные службы банков начинают выдвигать претензии. Все больше и больше кредитуя население в отсутствие сформированной и работающей системы бюро кредитных историй, банки идут на определенные риски. Некоторые аналитики уже стали поговаривать о приближающемся кризисе массовых не возвратов потребительских займов и, как следствие, о возможном системном банковском кризисе.Работа банков сейчас серьезно диверсифицирована, то есть кредитные организации занимаются не только выдачей денег в долг физическим лицам. Банки куда более активно и фундаментально занимаются кредитованием и финансированием реального сектора экономики. Созаемщик в судебном порядке не может требовать возврата уплаченных по кредиту средств, если сам заемщик по каким-то причинам этого не делал. Дело в том, что созаемщик -- не только разделяет бремя ответственности, но и участвует в потреблении кредитного пирога -- то есть пользуется всеми благами, которые оплачиваются в рассрочку.

Адрес: ___________________ Телефон:_______ ТРЕБОВАНИЕ о передачи данных о сотрудниках банка «ТРАСТ» участвующих в преступлении, в правоохранительные органы: На протяжении ноября месяца 2014 года, со слов третьих лиц, этим третьим лицам поступают входящие вызовы от людей представляющихся сотрудниками банка «ТРАСТ». Эти звонящие сообщают третьим лицам Мою личную и персональную информацию, касающуюся фамилии, имени, отчества, состоянии кредитного счёта, наличии/отсутствии нарушений договоров, и прочее. Устные претензии и уведомления этих третьих лиц о нежелании узнавать личную и персональную информацию о ком либо банк игнорирует. В результате, по несколько раз на дню, с 7:00 до 22:00, разным третьим лицам звонят неизвестные люди с незнакомых номеров, эти люди разглашают Мою личную и персональную информацию о обо Мне, требуют от этих третьих лиц выполнения различных поручений в коммерческих интересах банка «ТРАСТ». Так как вышеуказанные третьи лица не давали согласия банку «ТРАСТ» на получение от банка «ТРАСТ» личной и персональной информации, касающейся фамилии, имени, отчества, состоянии кредитных счётов, наличии нарушений договоров, и прочей информации о ком либо, и тем более не обязаны выполнять никаких поручений в интересах банка «ТРАСТ», то действия сотрудников банка «ТРАСТ» грубейшим образом нарушают законодательство РФ по защите персональных данных. В связи с вышеизложенным требую: Выявить всех сотрудников банка «ТРАСТ», организовавших преступную группировку по нарушению законодательства РФ, и передать список таких преступников в правоохранительные органы с целью привлечения их к административной и уголовной ответственности. Прекратить нарушение законодательства РФ и не допускать разглашение персональных данных третьим лицам без их письменного согласия. С уважением: ______________________ /

But, for seafarers, it has not been associated with these beauties for a long time. For centuries the Black Sea has been witnessing an active maritime commerce between surrounding countries and communities. But today, it has turned into a nightmare for seafarers. For them the Black Sea means low wages, old vessels and severe working conditions accompanied by fatal marine accidents. Those seafarers from different countries of Black Sea, are trying to earn their living and look after their families under such bad conditions. They endure the hardships of their job in order to provide a better life for their yearning families. They try to survive in the vessels that are left to their fate without any payment for months, without fuel and provision. Delayed or unpaid wages, hard work, bad living conditions, ignored safety rules have just become a routine. And to make matters worse, seafarers in despair have to pay manning agents to find a job. “The Sea of Shame” is a term that sums up these severe conditions in the Black Sea. This documentary has been completed in one year. We are grateful to all those who supported us and put their labour in it. The Angolan Civil War was a major civil conflict in the Southern African state of Angola, beginning in 1975 and continuing, with some interludes, until 2002. The war began immediately after Angola became independent from Portugal in November 1975. Prior to this, a decolonization conflict had taken place in 1974--75, following the Angolan War of Independence. The Civil War was primarily a struggle for power between two former liberation movements, the People's Movement for the Liberation of Angola (MPLA) and the National Union for the Total Independence of Angola (UNITA). At the same time, it served as a surrogate battleground for the Cold War, due to heavy intervention by major opposing powers such as the Soviet Union and the United States. Each organisation had different roots in the Angolan social fabric and mutually incompatible leaderships, despite their sharing the aim of ending colonial occupation. Although both the MPLA and UNITA had socialist leanings, for the purpose of mobilizing international support they posed as "Marxist-Leninist" and "anti-communist", respectively. A third movement, the National Front for the Liberation of Angola (FNLA), having fought the MPLA alongside UNITA during the war for independence and the decolonization conflict, played almost no role in the Civil War. Additionally, the Front for the Liberation of the Enclave of Cabinda (FLEC), an association of separatist militant groups, fought for the independence of the province of Cabinda from Angola. The 27-year war can be divided roughly into three periods of major fighting -- between 1975 and 1991, 1992 and 1994, and 1998 and 2002 -- broken up by fragile periods of peace. By the time the MPLA finally achieved victory in 2002, an estimated 500,000 people had been killed and over one million internally displaced. The war devastated Angola's infrastructure, and dealt severe damage to the nation's public administration, economic enterprises, and religious institutions. The Angolan Civil War reached such dimensions due to the combination of Angola's violent internal dynamics and massive foreign intervention. Both the Soviet Union and the United States considered the conflict critical to the global balance of power and to the outcome of the Cold War, and they and their allies put significant effort into making it a proxy war between their two power blocs. The Angolan Civil War ultimately became one of the bloodiest, longest, and most prominent armed conflicts of the Cold War. Joi Lansing (April 6, 1928 -- August 7, 1972) was an American model, film and television actress, as well as a nightclub singer. She was noted for her pin-up photos and minor roles in B-movies. Lansing had a brief role as an astronaut's girlfriend in the 1958 sci-fi classic Queen of Outer Space. During the 1960s, she starred in short musical films for the Scopitone video-jukebox system. Her songs included "The Web of Love" and "The Silencers". In the 1964, producer Stanley Todd discussed a film project with Lansing tentatively titled Project 22 with location shooting planned in Yugoslavia and George Hamilton and Geraldine Chaplin named to the cast. The movie was never made. Lansing played "Lola" in Marriage on the Rocks (1965) with a cast that included Frank Sinatra, Deborah Kerr, and Dean Martin. She had previously appeared in Sinatra's film A Hole in the Head and in Martin's comedy Who Was That Lady?. She denied the chance to replace Jayne Mansfield in The Ice House, a horror film, and instead appeared in Hillbillys in a Haunted House, as Mamie Van Doren's replacement. Her last film was Bigfoot (1970). Lansing appeared in The Adventures of Wild Bill Hickok, It's a Great Life, I Love Lucy, Where's Raymond?, Noah's Ark, State Trooper, Bat Masterson, This Man Dawson, Maverick, The Mothers-in-Law, and had a recurring role in The Beverly Hillbillies. She is best known perhaps as Shirley Swanson in The Bob Cummings Show or Love That Bob (1956--1959). She appeared in several episodes as a busty model who was the foil for photographer Cummings. The series ran for 173 episodes. She also appeared as the title character in Superman's Wife, a 1958 episode of The Adventures of Superman. What was possibly Lansing's best role may ironically have been her least-seen—as the leading lady in The Fountain of Youth, a Peabody Award-winning unsold television pilot directed by Orson Welles for Desilu in 1956 and broadcast once for the Colgate Theatre two years later. The half-hour film remains available for public viewing at the Paley Center for Media in New York City and Los Angeles. In the 1960--1961 season of the NBC Western Klondike, Lansing appeared as Goldie with Ralph Taeger, James Coburn, and Mari Blanchard. In May 1963, Lansing appeared in Falcon Frolics '63. The broadcast honored the men stationed at the Vandenberg Air Force Base. By 1956, she had appeared in more than 200 television shows. She appeared in five episodes of The Beverly Hillbillies in the role of "Gladys Flatt," the unlikely glamorous wife of bluegrass musician Lester Flatt. She named Ozzie Nelson as possessing the greatest sex appeal of any actor with whom she worked. The two played a love scene in a Fireside Theater drama. The show was hosted by Jane Wyman. Lansing was sometimes referred to as television's Marilyn Monroe. Lansing broke into night club entertaining in 1965. She had taken up singing during an actors strike in the early 1960s. In May 1965, Lansing cut her first record album. It was composed of a collection of songs written especially for her by composer Jimmie Haskel and actress Stella Stevens. Lansing performed in the Fiesta Room in Las Vegas, Nevada, in July 1966. Featured on the bill were Red Buttons and Jayne Mansfield. Premiering on August 31, 1941, The Great Gildersleeve moved the title character from the McGees' Wistful Vista to Summerfield, where Gildersleeve now oversaw his late brother-in-law's estate and took on the rearing of his orphaned niece and nephew, Marjorie (originally played by Lurene Tuttle and followed by Louise Erickson and Mary Lee Robb) and Leroy Forester (Walter Tetley). The household also included a cook named Birdie. Curiously, while Gildersleeve had occasionally spoken of his (never-present) wife in some Fibber episodes, in his own series the character was a confirmed bachelor. In a striking forerunner to such later television hits as Bachelor Father and Family Affair, both of which are centered on well-to-do uncles taking in their deceased siblings' children, Gildersleeve was a bachelor raising two children while, at first, administering a girdle manufacturing company ("If you want a better corset, of course, it's a Gildersleeve") and then for the bulk of the show's run, serving as Summerfield's water commissioner, between time with the ladies and nights with the boys. The Great Gildersleeve may have been the first broadcast show to be centered on a single parent balancing child-rearing, work, and a social life, done with taste and genuine wit, often at the expense of Gildersleeve's now slightly understated pomposity. Many of the original episodes were co-written by John Whedon, father of Tom Whedon (who wrote The Golden Girls), and grandfather of Deadwood scripter Zack Whedon and Joss Whedon (creator of Buffy the Vampire Slayer, Firefly and Dr. Horrible's Sing-Along Blog). The key to the show was Peary, whose booming voice and facility with moans, groans, laughs, shudders and inflection was as close to body language and facial suggestion as a voice could get. The radio show Calling All Cars hired LAPD radio dispacher Jesse Rosenquist to be the voice of the dispatcher. Rosenquist was already famous because home radios could tune into early police radio frequencies. As the first police radio dispatcher presented to the public ear, his was the voice that actors went to when called upon for a radio dispatcher role. The iconic television series Dragnet, with LAPD Detective Joe Friday as the primary character, was the first major media representation of the department. Real LAPD operations inspired Jack Webb to create the series and close cooperation with department officers let him make it as realistic as possible, including authentic police equipment and sound recording on-site at the police station. Meet Corliss Archer, a program from radio's Golden Age, ran from January 7, 1943 to September 30, 1956. Priscilla Lyon and Janet Waldo successively portrayed 15-year-old Corliss on radio. Perpetually perky, breathless and well-intentioned, Corliss is constantly at the side of her next-door neighbor and boyfriend, Dexter Franklin (Bill Christy, Sam Edwards). The Number of the Beast (Greek: Ἀριθμὸς τοῦ θηρίου, Arithmos tou Thēriou) is the numerical value of the name of the person symbolized by the beast from the sea, the first of two symbolic beasts described in chapter 13 of the Book of Revelation. The program's heyday was in the early 1950s, when radio actor, producer and director Elliott Lewis took over (still during the Wilcox/Autolite run). Here the material reached new levels of sophistication. The writing was taut, and the casting, which had always been a strong point of the series (featuring such film stars as Orson Welles, Joseph Cotten, Henry Fonda, Humphrey Bogart, Judy Garland, Ronald Colman, Marlene Dietrich, Eve McVeagh, Lena Horne, and Cary Grant), took an unexpected turn when Lewis expanded the repertory to include many of radio's famous drama and comedy stars — often playing against type — such as Jack Benny. Jim and Marian Jordan of Fibber McGee and Molly were heard in the episode, "Backseat Driver," which originally aired February 3, 1949. The highest production values enhanced Suspense, and many of the shows retain their power to grip and entertain. At the time he took over Suspense, Lewis was familiar to radio fans for playing Frankie Remley, the wastrel guitar-playing sidekick to Phil Harris in The Phil Harris-Alice Faye Show. On the May 10, 1951 Suspense, Lewis reversed the roles with "Death on My Hands": A bandleader (Harris) is horrified when an autograph-seeking fan accidentally shoots herself and dies in his hotel room, and a vocalist (Faye) tries to help him as the townfolk call for vigilante justice against him. With the rise of television and the departures of Lewis and Autolite, subsequent producers (Antony Ellis, William N. Robson and others) struggled to maintain the series despite shrinking budgets, the availability of fewer name actors, and listenership decline. To save money, the program frequently used scripts first broadcast by another noteworthy CBS anthology, Escape. In addition to these tales of exotic adventure, Suspense expanded its repertoire to include more science fiction and supernatural content. By the end of its run, the series was remaking scripts from the long-canceled program The Mysterious Traveler. Before this book was published, the CIA demanded that Marchetti remove 399 passages, but Marchetti stood firm and only 168 passages were censored. In 1981, sued the Liberty Lobby and Marchetti for defamation and won $650,000 in damages. Liberty Lobby appealed the case with lawyer, Mark Lane. Prior to the Reagan administration, the United States economy experienced a decade of rising unemployment and inflation, (known as stagflation). Political pressure favored stimulus resulting in an expansion of the money supply. President Richard Nixon's wage and price controls were abandoned. The federal oil reserves were created to ease any future short term shocks. President Jimmy Carter started phasing out price controls on petroleum, while he created the Department of Energy. Much of the credit for the resolution of the stagflation is given to two causes: a three year contraction of the money supply by the Federal Reserve Board under Paul Volcker, initiated in the last year of Carter's presidency, and long term easing of supply and pricing in oil during the 1980s oil glut. In his stated intention to increase defense spending while lowering taxes, Reagan's approach was a departure from his immediate predecessors. Reagan enacted lower marginal tax rates in conjunction with simplified income tax codes and continued deregulation. During Reagan's presidency the annual deficits averaged 4.2% of GDP after inheriting an annual deficit of 2.7% of GDP in 1980 under president Carter. The rate of growth in federal spending fell from 4% under Jimmy Carter to 2.5% under Ronald Reagan. GDP per working-age adult, which had increased at only a 0.8% annual rate during the Carter administration, increased at a 1.8% rate during the Reagan administration. The increase in productivity growth was even higher: output per hour in the business sector, which had been roughly constant in the Carter years, increased at a 1.4% rate in the Reagan years. Before Reagan's election, supply side policy was considered unconventional by the moderate wing of the Republican Party. While running against Reagan for the Presidential nomination in 1980, George H. W. Bush had derided Reaganomics as "voodoo economics". Similarly, in 1976, Gerald Ford had severely criticized Reagan's proposal to turn back a large part of the Federal budget to the states. Reagan's policies have since become widely accepted by many Republicans. In his 1980 campaign speeches, Reagan presented his economic proposals as merely a return to the free-enterprise principles that had been in favor before the Great Depression. At the same time he attracted a following from the supply-side economics movement, formed in opposition to Keynesian demand-stimulus economics. This movement produced some of the strongest supporters for Reagan's policies during his term in office. The contention of the proponents, that the tax rate cuts would more than pay for themselves, was influenced by a theoretical taxation model based on the elasticity of tax rates, known as the Laffer curve. Arthur Laffer's model predicts that excessive tax rates actually reduce potential tax revenues, by lowering the incentive to produce; the model also predicts that insufficient tax rates (rates below the optimum level for a given economy) lead directly to a reduction in tax revenues. According to William Niskanen, former chairman of the Cato Institute, the Reagan years left three major adverse economic legacies. First, privately held federal debt increased from 22% to 38% of GDP, despite a long peacetime expansion. Second, failure to address the savings and loan problem early led to an additional debt of about $125 billion. Premiering on August 31, 1941, The Great Gildersleeve moved the title character from the McGees' Wistful Vista to Summerfield, where Gildersleeve now oversaw his late brother-in-law's estate and took on the rearing of his orphaned niece and nephew, Marjorie (originally played by Lurene Tuttle and followed by Louise Erickson and Mary Lee Robb) and Leroy Forester (Walter Tetley). The household also included a cook named Birdie. Curiously, while Gildersleeve had occasionally spoken of his (never-present) wife in some Fibber episodes, in his own series the character was a confirmed bachelor. In a striking forerunner to such later television hits as Bachelor Father and Family Affair, both of which are centered on well-to-do uncles taking in their deceased siblings' children, Gildersleeve was a bachelor raising two children while, at first, administering a girdle manufacturing company ("If you want a better corset, of course, it's a Gildersleeve") and then for the bulk of the show's run, serving as Summerfield's water commissioner, between time with the ladies and nights with the boys. The Great Gildersleeve may have been the first broadcast show to be centered on a single parent balancing child-rearing, work, and a social life, done with taste and genuine wit, often at the expense of Gildersleeve's now slightly understated pomposity. Many of the original episodes were co-written by John Whedon, father of Tom Whedon (who wrote The Golden Girls), and grandfather of Deadwood scripter Zack Whedon and Joss Whedon (creator of Buffy the Vampire Slayer, Firefly and Dr. Horrible's Sing-Along Blog). The key to the show was Peary, whose booming voice and facility with moans, groans, laughs, shudders and inflection was as close to body language and facial suggestion as a voice could get. Premiering on August 31, 1941, The Great Gildersleeve moved the title character from the McGees' Wistful Vista to Summerfield, where Gildersleeve now oversaw his late brother-in-law's estate and took on the rearing of his orphaned niece and nephew, Marjorie (originally played by Lurene Tuttle and followed by Louise Erickson and Mary Lee Robb) and Leroy Forester (Walter Tetley). The household also included a cook named Birdie. Curiously, while Gildersleeve had occasionally spoken of his (never-present) wife in some Fibber episodes, in his own series the character was a confirmed bachelor. In a striking forerunner to such later television hits as Bachelor Father and Family Affair, both of which are centered on well-to-do uncles taking in their deceased siblings' children, Gildersleeve was a bachelor raising two children while, at first, administering a girdle manufacturing company ("If you want a better corset, of course, it's a Gildersleeve") and then for the bulk of the show's run, serving as Summerfield's water commissioner, between time with the ladies and nights with the boys. The Great Gildersleeve may have been the first broadcast show to be centered on a single parent balancing child-rearing, work, and a social life, done with taste and genuine wit, often at the expense of Gildersleeve's now slightly understated pomposity. The prevalence rates for cocaine use in Sweden are barely one-fifth of European neighbors such as the United Kingdom and Spain. In June 2011, the Global Commission on Drug Policy released a critical report on the War on Drugs, declaring "The global war on drugs has failed, with devastating consequences for individuals and societies around the world. Fifty years after the initiation of the UN Single Convention on Narcotic Drugs, and years after President Nixon launched the US government's war on drugs, fundamental reforms in national and global drug control policies are urgently needed." The report was immediately criticized by organizations that oppose a general legalization of drugs. In 1986, the US Defense Department funded a two-year study by the RAND Corporation, which found that the use of the armed forces to interdict drugs coming into the United States would have little or no effect on cocaine traffic and might, in fact, raise the profits of cocaine cartels and manufacturers. The 175-page study, "Sealing the Borders: The Effects of Increased Military Participation in Drug Interdiction," was prepared by seven researchers, mathematicians and economists at the National Defense Research Institute, a branch of the RAND, and was released in 1988. The study noted that seven prior studies in the past nine years, including one by the Center for Naval Research and the Office of Technology Assessment, had come to similar conclusions. Interdiction efforts, using current armed forces resources, would have almost no effect on cocaine importation into the United States, the report concluded. During the early-to-mid-1990s, the Clinton administration ordered and funded a major cocaine policy study, again by RAND. The Rand Drug Policy Research Center study concluded that $3 billion should be switched from federal and local law enforcement to treatment. The report said that treatment is the cheapest way to cut drug use, stating that drug treatment is twenty-three times more effective than the supply-side "war on drugs". The National Research Council Committee on Data and Research for Policy on Illegal Drugs published its findings on the efficacy of the drug war. The NRC Committee found that existing studies on efforts to address drug usage and smuggling, from U.S. military operations to eradicate coca fields in Colombia, to domestic drug treatment centers, have all been inconclusive, if the programs have been evaluated at all: "The existing drug-use monitoring systems are strikingly inadequate to support the full range of policy decisions that the nation must make.... It is unconscionable for this country to continue to carry out a public policy of this magnitude and cost without any way of knowing whether and to what extent it is having the desired effect." The study, though not ignored by the press, was ignored by top-level policymakers, leading Committee Chair Charles Manski to conclude, as one observer notes, that "the drug war has no interest in its own results." During alcohol prohibition, the period from 1920 to 1933, alcohol use initially fell but began to increase as early as 1922. It has been extrapolated that even if prohibition had not been repealed in 1933, alcohol consumption would have quickly surpassed pre-prohibition levels. The Non-Aligned Movement (NAM) is a group of states considering themselves not aligned formally with or against any major power bloc. As of 2011, the movement had 120 members and 17 observer countries. The organization was founded in Belgrade in 1961, and was largely the brainchild of Yugoslavia's President, Josip Broz Tito, India's first Prime Minister, Jawaharlal Nehru, Egypt's second President, Gamal Abdel Nasser, Ghana's first president Kwame Nkrumah, Indonesia's first President, Sukarno and Ethiopia's emperor Haile Selassie. All five leaders were prominent advocates of a middle course for states in the Developing World between the Western and Eastern blocs in the Cold War. The phrase itself was first used to represent the doctrine by Indian diplomat and statesman V.K. Krishna Menon in 1953, at the United Nations. The purpose of the organization as stated in the speech given by Fidel Castro during the Havana Declaration of 1979 is to ensure "the national independence, sovereignty, territorial integrity and security of non-aligned countries" in their "struggle against imperialism, colonialism, neo-colonialism, racism, and all forms of foreign aggression, occupation, domination, interference or hegemony as well as against great power and bloc politics." The countries of the Non-Aligned Movement represent nearly two-thirds of the United Nations's members and contain 55% of the world population. Membership is particularly concentrated in countries considered to be developing or part of the Third World. Members have, at various times, included: SFR Yugoslavia, Argentina, SWAPO, Cyprus, and Malta. Brazil has never been a formal member of the movement, but shares many of the aims of Non-Aligned Movement and frequently sends observers to the Non-Aligned Movement's summits. While many of the Non-Aligned Movement's members were actually quite closely aligned with one or another of the super powers, the movement still maintained surprising amounts of cohesion throughout the Cold War. Additionally, some members were involved in serious conflicts with other members (e.g., India and Pakistan, Iran and Iraq). The movement fractured from its own internal contradictions when the Soviet Union invaded Afghanistan in 1979. While the Soviet allies supported the invasion, other members of the movement (particularly predominantly Muslim states) condemned it. Because the Non-Aligned Movement was formed as an attempt to thwart the Cold War, it has struggled to find relevance since the Cold War ended. After the breakup of Yugoslavia, a founding member, its membership was suspended in 1992 at the regular Ministerial Meeting of the Movement, held in New York during the regular yearly session of the General Assembly of the United Nations. The successor states of the SFR Yugoslavia have expressed little interest in membership, though some have observer status. In 2004, Malta and Cyprus ceased to be members and joined the European Union. Belarus remains the sole member of the Movement in Europe. The surveillance state is a government's surveillance of large numbers of citizens and visitors. Such widespread surveillance is most usually justified as being necessary to prevent crime or terrorism. The growth of state surveillance has led to concerns about the erosion of privacy and civil liberties, and also to worries that over-reliance on such measures may lead to complacency by law enforcement officers. Examples of fully realised surveillance states are the Soviet Union, and the former East Germany, which had a large network of informers and an advanced technology base in computing & spy-camera technology. The Rise of the Network Society, 2000) But they did not have today's technologies for mass surveillance, such as the use of databases and pattern recognition software to cross-correlate information obtained by wire tapping, including speech recognition and telecommunications traffic analysis, monitoring of financial transactions, automatic number plate recognition, the tracking of the position of mobile telephones, and facial recognition systems and the like which recognise people by their appearance, gait, etc. More recently, the United Kingdom is seen as a pioneer of mass surveillance. At the end of 2006 it was described by the Surveillance Studies Network as being 'the most surveilled country' among the industrialized Western states.[1] The ability to gather information about citizens is increased by mandating new checks on paper-based records, such as increased checking of employees' qualifications and CV's, and by the introduction of digitised biometric data in identity documents and their corresponding databases, and the cross-correlation of this data with DNA testing databases. Some technological developments work in favour of the citizen rather than the state, especially communications software that uses strong encryption. The Great Gildersleeve (1941--1957), initially written by Leonard Lewis Levinson, was one of broadcast history's earliest spin-off programs. Built around Throckmorton Philharmonic Gildersleeve, a character who had been a staple on the classic radio situation comedy Fibber McGee and Molly, first introduced on Oct. 3, 1939, ep. #216. The Great Gildersleeve enjoyed its greatest success in the 1940s. Actor Harold Peary played the character during its transition from the parent show into the spin-off and later in a quartet of feature films released at the height of the show's popularity. On Fibber McGee and Molly, Peary's Gildersleeve was a pompous windbag who became a consistent McGee nemesis. "You're a haa-aa-aa-aard man, McGee!" became a Gildersleeve catchphrase. The character was given several conflicting first names on Fibber McGee and Molly, and on one episode his middle name was revealed as Philharmonic. Gildy admits as much at the end of "Gildersleeve's Diary" on the Fibber McGee and Molly series (Oct. 22, 1940). He soon became so popular that Kraft Foods—looking primarily to promote its Parkay margarine spread — sponsored a new series with Peary's Gildersleeve as the central, slightly softened and slightly befuddled focus of a lively new family. Premiering on August 31, 1941, The Great Gildersleeve moved the title character from the McGees' Wistful Vista to Summerfield, where Gildersleeve now oversaw his late brother-in-law's estate and took on the rearing of his orphaned niece and nephew, Marjorie (originally played by Lurene Tuttle and followed by Louise Erickson and Mary Lee Robb) and Leroy Forester (Walter Tetley). The household also included a cook named Birdie. Curiously, while Gildersleeve had occasionally spoken of his (never-present) wife in some Fibber episodes, in his own series the character was a confirmed bachelor. In a striking forerunner to such later television hits as Bachelor Father and Family Affair, both of which are centered on well-to-do uncles taking in their deceased siblings' children, Gildersleeve was a bachelor raising two children while, at first, administering a girdle manufacturing company ("If you want a better corset, of course, it's a Gildersleeve") and then for the bulk of the show's run, serving as Summerfield's water commissioner, between time with the ladies and nights with the boys. The Great Gildersleeve may have been the first broadcast show to be centered on a single parent balancing child-rearing, work, and a social life, done with taste and genuine wit, often at the expense of Gildersleeve's now slightly understated pomposity. Many of the original episodes were co-written by John Whedon, father of Tom Whedon (who wrote The Golden Girls), and grandfather of Deadwood scripter Zack Whedon and Joss Whedon (creator of Buffy the Vampire Slayer, Firefly and Dr. Horrible's Sing-Along Blog). The key to the show was Peary, whose booming voice and facility with moans, groans, laughs, shudders and inflection was as close to body language and facial suggestion as a voice could get. The Nicaraguan Revolution (Spanish: Revolución Nicaragüense or Revolución Popular Sandinista, also RPS) encompassed the rising opposition to the Somoza dictatorship in the 1960s and 1970s, the campaign led by the Sandinista National Liberation Front (Frente Sandinista de Liberación Nacional, FSLN) which led to the violent ousting of that dictatorship in 1979, and the subsequent efforts of the FSLN, which governed from 1979 until 1990, to reform the society and economy of the country along socialist lines. The revolution played a substantial role in foreign policy for Nicaragua, Central America and the Americas. The concurrent civil war, waged between the FSLN and the Contras, was one of the proxy wars in the Cold War. Defining the time span of the Nicaraguan revolution is difficult, since there was no formal declaration of war. The end date can be variously regarded as the date when the old regime is ousted, the date when hostilities cease (which could be later than the ouster of the old regime if there is a counterrevolution), or a later date that includes the period of rebuilding and change after the new regime takes power. A fairly broad definition of the time of the Nicaraguan revolution would be from the formal founding of the FSLN in 1961, to its 1990 election loss to Violetta Barrios de Chamorro and the Unión Nacional Opositora which marked the end of its first period in power. A more restricted definition would be that it dates from the late 1970s, when serious armed resistance to the Somoza regime began, and culminated with the overthrow of Anastasio Somoza Debayle on 19 July 1979. The latter view might be criticized as too socially and politically naive, isolating the Nicaraguan Revolution from its context as part of the Cold War and from the flow of revolutionary struggles all across Latin America. The Revolution was influenced by three major historical events: The Nicaraguan guerrilla warfare sustained by Nicaraguan Augusto César Sandino who stood originally, and at one time with only 29 men, against the occupation of Nicaragua by U.S. Marines in 1926. He developed an armed rebellion to fight the U.S. and what Sandino saw as an "usurpation of independence and sovereignty of Nicaragua".(citation from Selser, Gregorio's historical work needed) In 1934 Sandino was betrayed and assassinated by Anastasio Somoza García. Sandino became an icon of the roots and birth of the Nicaraguan Revolution. The Cuban Revolution, which sparked widespread left wing revolutionary movements across Latin America, and showed a plausible and possible cause of major political confrontation for a continent soon to be occupied by right-wing dictatorships. The 1989 fall of the Berlin Wall and weakening of the Soviet Union, ending the Cold War and reducing the influence of US and USSR competition. It preceded the end of the Nicaraguan Revolution as marked by the electoral defeat of the FSLN in 1990. The liberal governments that followed changed much of its legacy. "As of December 31, 1995, RTC estimated that the total cost for resolving the 747 failed institutions was $87.9 billion." The remainder of the bailout was paid for by charges on savings and loan accounts — which contributed to the large budget deficits of the early 1990s. The concomitant slowdown in the finance industry and the real estate market may have been a contributing cause of the 1990--91 economic recession. Between 1986 and 1991, the number of new homes constructed per year dropped from 1.8 million to 1 million, which was at the time the lowest rate since World War II. The United States Congress granted all thrifts in 1980, including savings and loan associations, the power to make consumer and commercial loans and to issue transaction accounts. Designed to help the thrift industry retain its deposit base and to improve its profitability, the Depository Institutions Deregulation and Monetary Control Act (DIDMCA) of 1980 allowed thrifts to make consumer loans up to 20 percent of their assets, issue credit cards, accept negotiable order of withdrawal (NOW) accounts from individuals and nonprofit organizations, and invest up to 20 percent of their assets in commercial real estate loans. The damage to S&L operations led Congress to act, passing the Economic Recovery Tax Act of 1981 (ERTA) in August 1981 and initiating the regulatory changes by the Federal Home Loan Bank Board allowing S&Ls to sell their mortgage loans and use the cash generated to seek better returns soon after enactment; the losses created by the sales were to be amortized over the life of the loan, and any losses could also be offset against taxes paid over the preceding 10 years. This all made S&Ls eager to sell their loans. The buyers—major Wall Street firms—were quick to take advantage of the S&Ls' lack of expertise, buying at 60%-90% of value and then transforming the loans by bundling them as, effectively, government-backed bonds (by virtue of Ginnie Mae, Freddie Mac, or Fannie Mae guarantees). S&Ls were one group buying these bonds, holding $150 billion by 1986, and being charged substantial fees for the transactions. In 1982, the Garn-St Germain Depository Institutions Act was passed and increased the proportion of assets that thrifts could hold in consumer and commercial real estate loans and allowed thrifts to invest 5 percent of their assets in commercial loans until January 1, 1984, when this percentage increased to 10 percent. A large number of S&L customers' defaults and bankruptcies ensued, and the S&Ls that had overextended themselves were forced into insolvency proceedings themselves. The Federal Savings and Loan Insurance Corporation (FSLIC), a federal government agency that insured S&L accounts in the same way the Federal Deposit Insurance Corporation insures commercial bank accounts, then had to repay all the depositors whose money was lost. From 1986 to 1989, FSLIC closed or otherwise resolved 296 institutions with total assets of $125 billion. An even more traumatic period followed, with the creation of the Resolution Trust Corporation in 1989 and that agency's resolution by mid-1995 of an additional 747 thrifts. A Federal Reserve Bank panel stated the resulting taxpayer bailout ended up being even larger than it would have been because moral hazard and adverse selection incentives that compounded the system's losses. He was appointed Assistant Secretary of State for Public Affairs and held the position from 31 August 1945 to 30 September 1947, during which time he was active in organizing the United Nations. He was appointed to the United States Senate on 17 December 1949 by his old partner Chester Bowles (who had been elected Governor in 1948), and subsequently elected in the general election on 7 November 1950 as a Democrat to fill the vacancy caused by the resignation of Raymond E. Baldwin in December 1949 for the remainder of the term ending 3 January 1953. In the November 1950 election, he defeated Republican party candidate Prescott Sheldon Bush, father of U.S. President George Herbert Walker Bush and grandfather of U.S. President George W. Bush. In 1951 he introduced a resolution to expel Joseph McCarthy from the Senate. On television, when asked if he would take any action against Benton's reelection bid, McCarthy replied, "I think it will be unnecessary. Little Willie Benton, Connecticut's mental midget keeps on... it will be unnecessary for me or anyone else to do any campaigning against him. He's doing his campaigning against himself." Benton lost in the general election for the full term in 1952 to William A. Purtell. Benton's comeback bid failed in 1958 when, running against Bowles and Thomas Dodd he failed to win the Democratic nomination for the U.S. Senate. He was later appointed United States Ambassador to UNESCO in Paris and served from 1963 to 1968.
