Справка о том, что лицо не имело ВУ и не лишалось его

Я иностранный гражданин, приехавший учиться в РФ. Хочу получить в России ВУ и купить автомобиль. Проблемы начались с вопросом - можно ли мне, иностранцу, сдавать экзамен и получить ВУ российского образца. Одни говорит - можно, другие говорят - нельзя. Где же правда? А правда в официальных государственных документах. Я звонил в ГИБДД г. Казань, и там мне сказали после некоторой заминки, что да, я, как иностранец, имею право сдавать экзамены и получить ВУ, только для сдачи экзаменов мне необходимо предоставить справку из ГИБДД Агрыза о том, что я не имел ВУ и меня их не лишали. Также такую же справку якобы нужно предоставить из Бакинского полицейского департамента. Я задал резонный вопрос: где написано, в каком законе или правилах, что я должен предоставить эти справки? Оператор решила ретироваться и переключила меня на инспектора. Инспектор тоже сказала, что я имею право сдать экзамен и получить ВУ, но нужны указанные справки, причем в ее голосе я услышал желание поскорей отвязаться. Я спросил: "а справки я должен предоставить вам?" Ответ был таков: "Нет, мы сами отправим запросы, и в Агрыз, и в Баку, однако в Баку и обратно запрос будет идти очень долго". Тогда я спросил, имею ли я право сдавать экзамен для получения ВУ без прохождения обучения в автошколе. Она ответила: "Нет". На мою последовавшую после ее ответа просьбу же о том, чтобы она указала, в каком правовом документе или законе запрещается сдавать экзамен для получения ВУ без прохождения обучения в автошколе, инспектор ответила: "Приезжайте сюда (в Казань), подойдтите к любому окошку и вам все объяснят". После этого дискуссия закончилась, и я, попрощавшись, повесил трубку

Борьбе с коррупцией и с неэффективными государственными тратами была посвящена сегодняшняя встреча Владимира Путина с активом Общероссийского народного фронта. Два года назад президент призвал ОНФ взять под контроль госзакупки. За это время было выявлено нарушений на астрономическую сумму - 166 миллиардов рублей. Глава государства подчеркнул, что все виновные должны нести персональную ответственность. На встречу с Президентом активисты Народного фронта принесли так называемую "Серую книгу" — в ней собраны данные о коррупционных схемах, которые используют недобросовестные чиновники. Около пяти тысяч активистов фронта - их еще называют народными экспертами - работают во всех регионах страны и выявляют факты нерационального использования государственных средств. Под особым контролем — госзакупки. Активисты фронта уже не в первый раз поднимают тему приобретения госструктурами предметов роскоши. Закон ограничивает стоимость автомобилей для чиновников. Например, машина для федерального министра не может стоить более двух с половиной миллионов рублей. Но чиновники нашли способ обойти запрет. "Начинают уже сегодня хитрить и вместо того, чтобы эти машины покупать, они их арендуют. А про аренду ни слова опять же в этих нормах не сказано. Есть у нас пример сегодня Федерального фонда обязательного медицинского страхования - за два года уже потрачено 8 миллионов рублей на аренду дорогостоящий иномарки, это притом, что бюджет фонда дефицитный", - рассказал Антон Гетта. "Если кто-то не понимает, как нужно жить сегодня, и, зная уже о принятых решениях, пытается их обойти, нужно посмотреть на персоналии. Нужно, чтобы в сознании любого ответственного человека было понимание того, что есть определенные правила, по которым человек обязан жить, если приходит на государственную службу или муниципальную, и нечего придумывать и хитрить. Нужно просто жить по этим правилам или здесь не работать, вот и все. А то, что вами наработано за последнее время, отдайте, пожалуйста, в администрацию, мы посмотрим и проанализируем это всё еще раз", - сказал Владимир Путин. Говорит лидер Независимого профсоюза врачей: "Необходимо пересмотреть подход к карьере медиков, когда их практическую работу оценивают коллеги, а продвижение по службе возможно только после сдачи экзамена чиновникам. Кроме того, мы не хотим иметь предлагаемую министерством систему здравоохранения, при которой в госклиники нанимают врачей по самой низкой ставке." Власти объясняют сокращение финансирования национальной системы здравоохранения необходимостью снизить бюджетный дефицит. В двухдневной акции протеста принимают участие около девяноста процентов медперсонала. Механические транспортные средства (кроме мопедов) и прицепы должны быть зарегистрированы в Государственной инспекции безопасности дорожного движения Министерства внутренних дел Российской Федерации или иных органах, определяемых Правительством Российской Федерации, в течение срока действия регистрационного знака «Транзит» или 10 суток после их приобретения или таможенного оформления. 2. На механических транспортных средствах (кроме мопедов, трамваев и троллейбусов) и прицепах должны быть установлены на предусмотренных для этого местах регистрационные знаки соответствующего образца, а на автомобилях и автобусах, кроме того, размещается в правом нижнем углу ветрового стекла в установленных случаях лицензионная карточка. На трамваях и троллейбусах наносятся регистрационные номера, присваиваемые соответствующими ведомствами. 3. Техническое состояние и оборудование участвующих в дорожном движении транспортных средств в части, относящейся к безопасности дорожного движения и охране окружающей среды, должно отвечать требованиям соответствующих стандартов, правил и руководств по их технической эксплуатации. 4. Грузовой автомобиль с бортовой платформой, используемый для перевозки людей, должен быть оборудован сиденьями, закрепленными на высоте 0,3 — 0,5 м от пола и не менее 0,3 м от верхнего края борта. Сиденья, расположенные вдоль заднего или бокового борта, должны иметь прочные спинки. 4.1. В автобусах, используемых для перевозки пассажиров в междугородном сообщении, места для сидения должны быть оборудованы ремнями безопасности. 5. Механическое транспортное средство, используемое для обучения вождению, должно быть оборудовано дополнительными педалями привода сцепления (кроме транспортных средств с автоматической трансмиссией) и тормоза, зеркалом заднего вида для обучающего и опознавательным знаком «Учебное транспортное средство» в соответствии с пунктом 8 настоящих Основных положений.

Они предусматривают обеспечение бесплатными лекарствами по программе "Семь нозологий" больных муковисцидозом, гемофилией и болезнью Гоше. Кроме того, члены СФ одобрили закон, ограничивающий количество сигарет в пачке двадцатью, а также закон, запрещающий отчуждать государственные аэродромы в собственность физических лиц и юридических лиц. В рамках "Времени эксперта" сенаторы заслушали доклад вице-президента кластера биомедицинских технологий фонда "Сколково" Кирилла Каема.

The Great Gildersleeve (1941--1957), initially written by Leonard Lewis Levinson, was one of broadcast history's earliest spin-off programs. Built around Throckmorton Philharmonic Gildersleeve, a character who had been a staple on the classic radio situation comedy Fibber McGee and Molly, first introduced on Oct. 3, 1939, ep. #216. The Great Gildersleeve enjoyed its greatest success in the 1940s. Actor Harold Peary played the character during its transition from the parent show into the spin-off and later in a quartet of feature films released at the height of the show's popularity. On Fibber McGee and Molly, Peary's Gildersleeve was a pompous windbag who became a consistent McGee nemesis. "You're a haa-aa-aa-aard man, McGee!" became a Gildersleeve catchphrase. The character was given several conflicting first names on Fibber McGee and Molly, and on one episode his middle name was revealed as Philharmonic. Gildy admits as much at the end of "Gildersleeve's Diary" on the Fibber McGee and Molly series (Oct. 22, 1940). He soon became so popular that Kraft Foods—looking primarily to promote its Parkay margarine spread — sponsored a new series with Peary's Gildersleeve as the central, slightly softened and slightly befuddled focus of a lively new family. Premiering on August 31, 1941, The Great Gildersleeve moved the title character from the McGees' Wistful Vista to Summerfield, where Gildersleeve now oversaw his late brother-in-law's estate and took on the rearing of his orphaned niece and nephew, Marjorie (originally played by Lurene Tuttle and followed by Louise Erickson and Mary Lee Robb) and Leroy Forester (Walter Tetley). The household also included a cook named Birdie. Curiously, while Gildersleeve had occasionally spoken of his (never-present) wife in some Fibber episodes, in his own series the character was a confirmed bachelor. In a striking forerunner to such later television hits as Bachelor Father and Family Affair, both of which are centered on well-to-do uncles taking in their deceased siblings' children, Gildersleeve was a bachelor raising two children while, at first, administering a girdle manufacturing company ("If you want a better corset, of course, it's a Gildersleeve") and then for the bulk of the show's run, serving as Summerfield's water commissioner, between time with the ladies and nights with the boys. The Great Gildersleeve may have been the first broadcast show to be centered on a single parent balancing child-rearing, work, and a social life, done with taste and genuine wit, often at the expense of Gildersleeve's now slightly understated pomposity. Many of the original episodes were co-written by John Whedon, father of Tom Whedon (who wrote The Golden Girls), and grandfather of Deadwood scripter Zack Whedon and Joss Whedon (creator of Buffy the Vampire Slayer, Firefly and Dr. Horrible's Sing-Along Blog). The key to the show was Peary, whose booming voice and facility with moans, groans, laughs, shudders and inflection was as close to body language and facial suggestion as a voice could get. Julius Henry "Groucho" Marx (October 2, 1890 -- August 19, 1977) was an American comedian and film and television star. He is known as a master of quick wit and widely considered one of the best comedians of the modern era. His rapid-fire, often impromptu delivery of innuendo-laden patter earned him many admirers and imitators. He made 13 feature films with his siblings the Marx Brothers, of whom he was the third-born. He also had a successful solo career, most notably as the host of the radio and television game show You Bet Your Life. His distinctive appearance, carried over from his days in vaudeville, included quirks such as an exaggerated stooped posture, glasses, cigar, and a thick greasepaint mustache and eyebrows. These exaggerated features resulted in the creation of one of the world's most ubiquitous and recognizable novelty disguises, known as "Groucho glasses", a one-piece mask consisting of horn-rimmed glasses, large plastic nose, bushy eyebrows and mustache. Groucho Marx was, and is, the most recognizable and well-known of the Marx Brothers. Groucho-like characters and references have appeared in popular culture both during and after his life, some aimed at audiences who may never have seen a Marx Brothers movie. Groucho's trademark eye glasses, nose, mustache, and cigar have become icons of comedy—glasses with fake noses and mustaches (referred to as "Groucho glasses", "nose-glasses," and other names) are sold by novelty and costume shops around the world. Nat Perrin, close friend of Groucho Marx and writer of several Marx Brothers films, inspired John Astin's portrayal of Gomez Addams on the 1960s TV series The Addams Family with similarly thick mustache, eyebrows, sardonic remarks, backward logic, and ever-present cigar (pulled from his breast pocket already lit). Alan Alda often vamped in the manner of Groucho on M*A*S*H. In one episode, "Yankee Doodle Doctor", Hawkeye and Trapper put on a Marx Brothers act at the 4077, with Hawkeye playing Groucho and Trapper playing Harpo. In three other episodes, a character appeared who was named Captain Calvin Spalding (played by Loudon Wainwright III). Groucho's character in Animal Crackers was Captain Geoffrey T. Spaulding. On many occasions, on the 1970s television sitcom All In The Family, Michael Stivic (Rob Reiner), would briefly imitate Groucho Marx and his mannerisms. Two albums by British rock band Queen, A Night at the Opera (1975) and A Day at the Races (1976), are named after Marx Brothers films. In March 1977, Groucho invited Queen to visit him in his Los Angeles home; there they performed "'39" a capella. A long-running ad campaign for Vlasic Pickles features an animated stork that imitates Groucho's mannerisms and voice. On the famous Hollywood Sign in California, one of the "O"s is dedicated to Groucho. Alice Cooper contributed over $27,000 to remodel the sign, in memory of his friend. In 1982, Gabe Kaplan portrayed Marx in the film Groucho, in a one-man stage production. He also imitated Marx occasionally on his previous TV sitcom Welcome Back, Kotter. Actor Frank Ferrante has performed as Groucho Marx on stage for more than two decades. He continues to tour under rights granted by the Marx family in a one-man show entitled An Evening With Groucho in theaters throughout the United States and Canada with piano accompanist Jim Furmston. In the late 1980s Ferrante starred as Groucho in the off-Broadway and London show Groucho: A Life in Revue penned by Groucho's son Arthur. Ferrante portrayed the comedian from age 15 to 85. The show was later filmed for PBS in 2001. Woody Allen's 1996 musical Everyone Says I Love You, in addition to being named for one of Groucho's signature songs, ends with a Groucho-themed New Year's Eve party in Paris, which some of the stars, including Allen and Goldie Hawn, attend in full Groucho costume. The highlight of the scene is an ensemble song-and-dance performance of "Hooray for Captain Spaulding"—done entirely in French. In the last of the Tintin comics, Tintin and the Picaros, a balloon shaped like the face of Groucho could be seen in the Annual Carnival. In the Italian horror comic Dylan Dog, the protagonist's sidekick is a Groucho impersonator whose character became his permanent personality. The BBC remade the radio sitcom Flywheel, Shyster and Flywheel, with contemporary actors playing the parts of the original cast. The series was repeated on digital radio station BBC7. Scottish playwright Louise Oliver wrote a play named Waiting For Groucho about Chico and Harpo waiting for Groucho to turn up for the filming of their last project together. This was performed by Glasgow theatre company Rhymes with Purple Productions at the Edinburgh Fringe and in Glasgow and Hamilton in 2007-08. Wealth in the United States is commonly measured in terms of net worth, which is the sum of all assets, including home equity, minus all liabilities. When observing the changes in the wealth among American households, one can note an increase in wealthier individuals and a decrease in the number of poor households, while net worth increased most substantially in semi-wealthy and wealthy households. Overall the percentage of households with a negative net worth (more debt than assets) declined from 9.5% in 1989 to 4.1% in 2001. The percentage of net worths ranging from $500,000 to one million doubled while the percentage of millionaires tripled. From 1995 to 2004, there was tremendous growth among household wealth, as it nearly doubled from $21.9 trillion to $43.6 trillion, but the wealthiest quartile of the economic distribution made up 89% of this growth. During this time frame, wealth became increasingly unequal, and the wealthiest 25% became even wealthier. According to US Census Bureau statistics this "Upward shift" is most likely the result of a booming housing market which caused homeowners to experience tremendous increases in home equity. Life-cycles have also attributed to the rising wealth among Americans. With more and more baby-boomers reaching the climax of their careers and the middle aged population making up a larger segment of the population now than ever before, more and more households have achieved comfortable levels of wealth. Dragnet is a radio and television crime drama about the cases of a dedicated Los Angeles police detective, Sergeant Joe Friday, and his partners. The show takes its name from an actual police term, a "dragnet", meaning a system of coordinated measures for apprehending criminals or suspects. Scripts tackled a number of topics, ranging from the thrilling (murders, missing persons and armed robbery) to the mundane (check fraud and shoplifting), yet "Dragnet" made them all interesting due to fast-moving plots and behind-the-scenes realism. In "The Garbage Chute" (December 15, 1949), they even had a locked room mystery. Though rather tame by modern standards, Dragnet—especially on the radio—handled controversial subjects such as sex crimes and drug addiction with unprecedented and even startling realism. In one such example, Dragnet broke one of the unspoken (and still rarely broached) taboos of popular entertainment in the episode ".22 Rifle for Christmas" which aired December 22, 1949 and was repeated at Christmastime for the next three years. The episode followed the search for two young boys, Stanley Johnstone and Stevie Morheim, only to discover Stevie had been accidentally killed while playing with a rifle that belonged to Stanley—who'd be receiving it as a Christmas present but opened the box early; Stanley finally told Friday that Stevie was running while holding the rifle when he tripped and fell, causing the gun to discharge, fatally wounding Morheim. NBC received thousands of complaint letters, including a formal protest by the National Rifle Association. Webb forwarded many of the letters to police chief Parker who promised "ten more shows illustrating the folly of giving rifles to children". (Dunning, 211) Another episode dealt with high school girls who, rather than finding Hollywood stardom, fall in with fraudulent talent scouts and end up in pornography and prostitution. Both this episode and ".22 Rifle for Christmas" were adapted for television, with very few script changes, when Dragnet moved to that medium. Another episode, "The Big Trio" (July 3, 1952), detailed three cases in one episode, including reckless and dangerous (in this case, fatal) driving by unlicensed juveniles. With regard to drugs, Webb's strident anti-drug statements, continued into the TV run, would be derided as camp by later audiences; yet his character also showed genuine concern and sympathy for addicts as victims, especially in the case of juveniles. The tone was usually serious, but there were moments of comic relief: Romero was something of a hypochondriac and often seemed henpecked; Frank Smith continually complained about his brother-in-law Armand; though Friday dated, he usually dodged women who tried to set him up with marriage-minded dates. Due in part to Webb's fondness for radio drama, Dragnet persisted on radio until 1957 (the last two seasons were repeats) as one of the last old time radio shows to give way to television's increasing popularity. In fact, the TV show would prove to be effectively a visual version of the radio show, as the style was virtually the same [including the scripts, as the majority of them were adapted from radio]. Alfred Friendly (December 30, 1911 -- November 7, 1983) was an American journalist, editor and writer for the Washington Post. He began his career as a reporter with the Post in 1939 and became Managing Editor in 1955. In 1967 he covered the Mideast War for the Post in a series of articles for which he won the Pulitzer Prize for International Reporting in 1968. He is credited with bringing the Post from being a local paper to having a position of national prominence. Friendly was born in Salt Lake City. After graduating in from Amherst College in 1933, he came to Washington, DC to look for work. A former professor who worked in the Commerce Department hired him, but his appointment to a high position at such a young age earned him criticism in the press and he resigned. For the next year he travelled the country in the middle of the Depression, eventually returning to become a reporter at the Washington Daily News, writing a column for government employees. Less than two years later he was hired to write the same kind of column for the Post, where he was soon assigned to cover war mobilization efforts and anti-war strikes. When World War II broke out he entered the Army Air Force, rising to the rank of Major before leaving in 1945. While in the military he was involved in cryptography and intelligence operations, finally becoming the second in command at Bletchley Park, and the highest ranking American officer there. After the war he remained in Europe as press aide to W. Averell Harriman supervisor of the Marshall Plan. A year later he returned to Washington and to the Post, where he became assistant managing editor in 1952 and managing editor in 1955. In 1966 he became an associate editor and a foreign correspondent based out of London. Hearing rumors of war in 1967 he headed to the Middle East where he was present throughout the 1967 War and wrote his series of award winning articles. He retired from the Post in 1971, though he continued writing occasional editorials and book reviews. During his retirement he wrote several books, and after his death the Alfred Friendly Foundation was established. It administers the Alfred Friendly Press Fellowships to bring foreign journalists to the United States for internships at prominent newspapers. Our Miss Brooks is an American situation comedy starring Eve Arden as a sardonic high school English teacher. It began as a radio show broadcast from 1948 to 1957. When the show was adapted to television (1952--56), it became one of the medium's earliest hits. In 1956, the sitcom was adapted for big screen in the film of the same name. Connie (Constance) Brooks (Eve Arden), an English teacher at fictional Madison High School. Osgood Conklin (Gale Gordon), blustery, gruff, crooked and unsympathetic Madison High principal, a near-constant pain to his faculty and students. (Conklin was played by Joseph Forte in the show's first episode; Gordon succeeded him for the rest of the series' run.) Occasionally Conklin would rig competitions at the school--such as that for prom queen--so that his daughter Harriet would win. Walter Denton (Richard Crenna, billed at the time as Dick Crenna), a Madison High student, well-intentioned and clumsy, with a nasally high, cracking voice, often driving Miss Brooks (his self-professed favorite teacher) to school in a broken-down jalopy. Miss Brooks' references to her own usually-in-the-shop car became one of the show's running gags. Philip Boynton (Jeff Chandler on radio, billed sometimes under his birth name Ira Grossel); Robert Rockwell on both radio and television), Madison High biology teacher, the shy and often clueless object of Miss Brooks' affections. Margaret Davis (Jane Morgan), Miss Brooks' absentminded landlady, whose two trademarks are a cat named Minerva, and a penchant for whipping up exotic and often inedible breakfasts. Harriet Conklin (Gloria McMillan), Madison High student and daughter of principal Conklin. A sometime love interest for Walter Denton, Harriet was honest and guileless with none of her father's malevolence and dishonesty. Stretch (Fabian) Snodgrass (Leonard Smith), dull-witted Madison High athletic star and Walter's best friend. Daisy Enright (Mary Jane Croft), Madison High English teacher, and a scheming professional and romantic rival to Miss Brooks. Jacques Monet (Gerald Mohr), a French teacher. Our Miss Brooks was a hit on radio from the outset; within eight months of its launch as a regular series, the show landed several honors, including four for Eve Arden, who won polls in four individual publications of the time. Arden had actually been the third choice to play the title role. Harry Ackerman, West Coast director of programming, wanted Shirley Booth for the part, but as he told historian Gerald Nachman many years later, he realized Booth was too focused on the underpaid downside of public school teaching at the time to have fun with the role. Lucille Ball was believed to have been the next choice, but she was already committed to My Favorite Husband and didn't audition. Chairman Bill Paley, who was friendly with Arden, persuaded her to audition for the part. With a slightly rewritten audition script--Osgood Conklin, for example, was originally written as a school board president but was now written as the incoming new Madison principal--Arden agreed to give the newly-revamped show a try. Produced by Larry Berns and written by director Al Lewis, Our Miss Brooks premiered on July 19, 1948. According to radio critic John Crosby, her lines were very "feline" in dialogue scenes with principal Conklin and would-be boyfriend Boynton, with sharp, witty comebacks. The interplay between the cast--blustery Conklin, nebbishy Denton, accommodating Harriet, absentminded Mrs. Davis, clueless Boynton, scheming Miss Enright--also received positive reviews. Arden won a radio listeners' poll by Radio Mirror magazine as the top ranking comedienne of 1948-49, receiving her award at the end of an Our Miss Brooks broadcast that March. "I'm certainly going to try in the coming months to merit the honor you've bestowed upon me, because I understand that if I win this two years in a row, I get to keep Mr. Boynton," she joked. But she was also a hit with the critics; a winter 1949 poll of newspaper and magazine radio editors taken by Motion Picture Daily named her the year's best radio comedienne. For its entire radio life, the show was sponsored by Colgate-Palmolive-Peet, promoting Palmolive soap, Lustre Creme shampoo and Toni hair care products. The Los Angeles Police Department (LAPD) is the police department of the city of Los Angeles, California. The LAPD has been copiously fictionalized in numerous movies, novels and television shows throughout its history. The department has also been associated with a number of controversies, mainly concerned with racial animosity, police brutality and police corruption. The radio show Calling All Cars hired LAPD radio dispacher Jesse Rosenquist to be the voice of the dispatcher. Rosenquist was already famous because home radios could tune into early police radio frequencies. As the first police radio dispatcher presented to the public ear, his was the voice that actors went to when called upon for a radio dispatcher role. The iconic television series Dragnet, with LAPD Detective Joe Friday as the primary character, was the first major media representation of the department. Real LAPD operations inspired Jack Webb to create the series and close cooperation with department officers let him make it as realistic as possible, including authentic police equipment and sound recording on-site at the police station. Due to Dragnet's popularity, LAPD Chief Parker "became, after J. Edgar Hoover, the most well known and respected law enforcement official in the nation". In the 1960s, when the LAPD under Chief Thomas Reddin expanded its community relations division and began efforts to reach out to the African-American community, Dragnet followed suit with more emphasis on internal affairs and community policing than solving crimes, the show's previous mainstay. Several prominent representations of the LAPD and its officers in television and film include Adam-12, Blue Streak, Blue Thunder, Boomtown, The Closer, Colors, Crash, Columbo, Dark Blue, Die Hard, End of Watch, Heat, Hollywood Homicide, Hunter, Internal Affairs, Jackie Brown, L.A. Confidential, Lakeview Terrace, Law & Order: Los Angeles, Life, Numb3rs, The Shield, Southland, Speed, Street Kings, SWAT, Training Day and the Lethal Weapon, Rush Hour and Terminator film series. The LAPD is also featured in the video games Midnight Club II, Midnight Club: Los Angeles, L.A. Noire and Call of Juarez: The Cartel. The LAPD has also been the subject of numerous novels. Elizabeth Linington used the department as her backdrop in three different series written under three different names, perhaps the most popular being those novel featuring Det. Lt. Luis Mendoza, who was introduced in the Edgar-nominated Case Pending. Joseph Wambaugh, the son of a Pittsburgh policeman, spent fourteen years in the department, using his background to write novels with authentic fictional depictions of life in the LAPD. Wambaugh also created the Emmy-winning TV anthology series Police Story. Wambaugh was also a major influence on James Ellroy, who wrote several novels about the Department set during the 1940s and 1950s, the most famous of which are probably The Black Dahlia, fictionalizing the LAPD's most famous "cold case", and L.A. Confidential, which was made into a film of the same name. Both the novel and the film chronicled mass-murder and corruption inside and outside the force during the Parker era. The General Agreement on Tariffs and Trade (GATT) is a multilateral agreement regulating international trade. According to its preamble, its purpose is the "substantial reduction of tariffs and other trade barriers and the elimination of preferences, on a reciprocal and mutually advantageous basis." It was negotiated during the UN Conference on Trade and Employment and was the outcome of the failure of negotiating governments to create the International Trade Organization (ITO). GATT was signed in 1947 and lasted until 1993, when it was replaced by the World Trade Organization in 1995. The original GATT text (GATT 1947) is still in effect under the WTO framework, subject to the modifications of GATT 1994. The Uruguay Round began in 1986. It was the most ambitious round to date, hoping to expand the competence of the GATT to important new areas such as services, capital, intellectual property, textiles, and agriculture. 123 countries took part in the round. The Uruguay Round was also the first set of multilateral trade negotiations in which developing countries had played an active role. Agriculture was essentially exempted from previous agreements as it was given special status in the areas of import quotas and export subsidies, with only mild caveats. However, by the time of the Uruguay round, many countries considered the exception of agriculture to be sufficiently glaring that they refused to sign a new deal without some movement on agricultural products. These fourteen countries came to be known as the "Cairns Group", and included mostly small and medium sized agricultural exporters such as Australia, Brazil, Canada, Indonesia, and New Zealand. The Agreement on Agriculture of the Uruguay Round continues to be the most substantial trade liberalization agreement in agricultural products in the history of trade negotiations. The goals of the agreement were to improve market access for agricultural products, reduce domestic support of agriculture in the form of price-distorting subsidies and quotas, eliminate over time export subsidies on agricultural products and to harmonize to the extent possible sanitary and phytosanitary measures between member countries. In 1993, the GATT was updated (GATT 1994) to include new obligations upon its signatories. One of the most significant changes was the creation of the World Trade Organization (WTO). The 75 existing GATT members and the European Communities became the founding members of the WTO on 1 January 1995. The other 52 GATT members rejoined the WTO in the following two years (the last being Congo in 1997). Since the founding of the WTO, 21 new non-GATT members have joined and 29 are currently negotiating membership. There are a total of 155 member countries in the WTO, with Montenegro and Samoa being new members as of 2012. Of the original GATT members, Syria and the SFR Yugoslavia has not rejoined the WTO. Since FR Yugoslavia, (renamed to Serbia and Montenegro and with membership negotiations later split in two), is not recognised as a direct SFRY successor state; therefore, its application is considered a new (non-GATT) one. The General Council of WTO, on 4 May 2010, agreed to establish a working party to examine the request of Syria for WTO membership. The contracting parties who founded the WTO ended official agreement of the "GATT 1947" terms on 31 December 1995. Serbia and Montenegro are in the decision stage of the negotiations and are expected to become the newest members of the WTO in 2012 or in near future. Whilst GATT was a set of rules agreed upon by nations, the WTO is an institutional body. The WTO expanded its scope from traded goods to include trade within the service sector and intellectual property rights. Premiering on August 31, 1941, The Great Gildersleeve moved the title character from the McGees' Wistful Vista to Summerfield, where Gildersleeve now oversaw his late brother-in-law's estate and took on the rearing of his orphaned niece and nephew, Marjorie (originally played by Lurene Tuttle and followed by Louise Erickson and Mary Lee Robb) and Leroy Forester (Walter Tetley). The household also included a cook named Birdie. Curiously, while Gildersleeve had occasionally spoken of his (never-present) wife in some Fibber episodes, in his own series the character was a confirmed bachelor. In a striking forerunner to such later television hits as Bachelor Father and Family Affair, both of which are centered on well-to-do uncles taking in their deceased siblings' children, Gildersleeve was a bachelor raising two children while, at first, administering a girdle manufacturing company ("If you want a better corset, of course, it's a Gildersleeve") and then for the bulk of the show's run, serving as Summerfield's water commissioner, between time with the ladies and nights with the boys. The Great Gildersleeve may have been the first broadcast show to be centered on a single parent balancing child-rearing, work, and a social life, done with taste and genuine wit, often at the expense of Gildersleeve's now slightly understated pomposity. Many of the original episodes were co-written by John Whedon, father of Tom Whedon (who wrote The Golden Girls), and grandfather of Deadwood scripter Zack Whedon and Joss Whedon (creator of Buffy the Vampire Slayer, Firefly and Dr. Horrible's Sing-Along Blog). The key to the show was Peary, whose booming voice and facility with moans, groans, laughs, shudders and inflection was as close to body language and facial suggestion as a voice could get. The term "War on Drugs" was first used by President Richard Nixon in 1971. On May 13, 2009, Gil Kerlikowske, the current Director of the Office of National Drug Control Policy (ONDCP), signaled that although it did not plan to significantly alter drug enforcement policy, the Obama administration would not use the term "War on Drugs," as he claims it is "counter-productive". ONDCP's view is that "drug addiction is a disease that can be successfully prevented and treated... making drugs more available will make it harder to keep our communities healthy and safe."(2011) One of the alternatives that Mr Kerlikowske has showcased is Sweden's Drug Control Policies that combine balanced public health approach and opposition to drug legalization. The prevalence rates for cocaine use in Sweden are barely one-fifth of European neighbors such as the United Kingdom and Spain. In June 2011, the Global Commission on Drug Policy released a critical report on the War on Drugs, declaring "The global war on drugs has failed, with devastating consequences for individuals and societies around the world. Fifty years after the initiation of the UN Single Convention on Narcotic Drugs, and years after President Nixon launched the US government's war on drugs, fundamental reforms in national and global drug control policies are urgently needed." The report was immediately criticized by organizations that oppose a general legalization of drugs. In 1986, the US Defense Department funded a two-year study by the RAND Corporation, which found that the use of the armed forces to interdict drugs coming into the United States would have little or no effect on cocaine traffic and might, in fact, raise the profits of cocaine cartels and manufacturers. The 175-page study, "Sealing the Borders: The Effects of Increased Military Participation in Drug Interdiction," was prepared by seven researchers, mathematicians and economists at the National Defense Research Institute, a branch of the RAND, and was released in 1988. The study noted that seven prior studies in the past nine years, including one by the Center for Naval Research and the Office of Technology Assessment, had come to similar conclusions. Interdiction efforts, using current armed forces resources, would have almost no effect on cocaine importation into the United States, the report concluded. During the early-to-mid-1990s, the Clinton administration ordered and funded a major cocaine policy study, again by RAND. The Rand Drug Policy Research Center study concluded that $3 billion should be switched from federal and local law enforcement to treatment. The report said that treatment is the cheapest way to cut drug use, stating that drug treatment is twenty-three times more effective than the supply-side "war on drugs". The National Research Council Committee on Data and Research for Policy on Illegal Drugs published its findings on the efficacy of the drug war. The NRC Committee found that existing studies on efforts to address drug usage and smuggling, from U.S. military operations to eradicate coca fields in Colombia, to domestic drug treatment centers, have all been inconclusive, if the programs have been evaluated at all: "The existing drug-use monitoring systems are strikingly inadequate to support the full range of policy decisions that the nation must make.... It is unconscionable for this country to continue to carry out a public policy of this magnitude and cost without any way of knowing whether and to what extent it is having the desired effect." The study, though not ignored by the press, was ignored by top-level policymakers, leading Committee Chair Charles Manski to conclude, as one observer notes, that "the drug war has no interest in its own results." During alcohol prohibition, the period from 1920 to 1933, alcohol use initially fell but began to increase as early as 1922. It has been extrapolated that even if prohibition had not been repealed in 1933, alcohol consumption would have quickly surpassed pre-prohibition levels. Subways Are for Sleeping is a musical with a book and lyrics by Betty Comden and Adolph Green and music by Jule Styne. The original Broadway production played in 1961-62. The musical was inspired by an article about subway homelessness in the March 1956 issue of Harper's and a subsequent 1957 book based on it, both by Edmund G. Love, who slept on subway trains throughout the 1950s and encountered many unique individuals. With the profits from his book, Love then embarked on a bizarre hobby: over the course of several years, he ate dinner at every restaurant listed in the Manhattan yellow pages directory, visiting them in alphabetical order. After two previews, the Broadway production, directed and choreographed by Michael Kidd, opened on December 27, 1961 at the St. James Theatre, where it ran for 205 performances. The cast included Orson Bean, Sydney Chaplin, Carol Lawrence, Gordon Connell, Grayson Hall, and Green's wife Phyllis Newman (whose costume, consisting solely of a towel, was probably Freddy Wittop's easiest design in his distinguished career), with newcomers Michael Bennett and Valerie Harper in the chorus. Subways Are for Sleeping opened to mostly negative reviews. The show already was hampered by a lack of publicity, since the New York City Transit Authority refused to post advertisements on the city's buses and in subway trains and stations for fear they would be perceived as officially sanctioning the right of vagrants to use these facilities as overnight accommodations. Producer David Merrick and press agent Harvey Sabinson decided to invite individuals with the same names as prominent theatre critics (such as Walter Kerr, Richard Watts, Jr. and Howard Taubman) to see the show and afterwards used their favorable comments in print ads. Thanks to photographs of the seven "critics" accompanying their blurbs (the well-known real Richard Watts was not African American), the ad was discovered to be a deception by a copy editor. It was pulled from most newspapers, but not before running in an early edition of the New York Herald Tribune. However, the clever publicity stunt allowed the musical to continue to run and it eventually turned a small profit.
